Legislation on cross-contamination and latex nutrition in Brazil

Brazil has introduced allergen legislation. Resolution RDC 3 will come into effect on July 2016, 26.

To date, Brazil has no specific allergen legislation. The new regulations require labeling of 18 allergens for prepackaged foods. In addition, it is also mandatory to place a warning in the event of cross-contamination (Allergens: may contain...). 
This means that the presence of food allergens, which have not been deliberately added, must be stated. This applies to cross-contamination from cultivation, storage to processing. There is no mention of threshold values, but the word 'present' implies that the allergen must be detectable.

The legislation provides a list of allergens, including allergens known to us, but also some special allergens. In Brazil, nuts also include chestnut, hickory and pine nuts. Most surprising is the inclusion of latex in the list of allergens. Latex is known as a contact allergen, but less known as a food allergen. The application in food is also limited (including chewing gum).
In combination with the obligation to report cross-contamination, this appears to impose an obligation to mention the wearing of latex gloves in the production of food products on the packaging.
